Noel is a Snow Fairy who got stuck in the Ice Skating Rink without his family when they left after the Winter in Episode 3 of Touch Detective. Penelope and Chloe are the only ones who are childish enough to see him. Mackenzie can only sense him, this being the reason why we can't see him either.
Barnaby wants to close down the Rink, and the girls find a way to make it snow in the middle of Spring so he can fly away. Cromwell creates a Snow Machine, and later Chloe turns Penelope into an Angel.
